Four months after it began accepting applications for 2010 H1B visas, US Citizenship and Immigration Services had received only 49,000 applications against the annual 65,000 quota.

 
In previous years, the cap had been exhausted within days and at the height of the dotcom boom in 2001-2003, Congress even tripled the annual visas to 195,000 to meet industry demand.

But in the face of a slumping U.S. economy and tighter immigration approval standards, as many as 20,000 H1B visas may go unused this year.
