India is loosening international adoption standards in a bid to find homes for its 11 million abandoned children. Annually fewer than 4,000 orphans are adopted, about 1,000 of them by overseas families. The government hopes that by relaxing the rules to reduce waiting time to 45 days from a year, more orphans will find loving homes.
