U.S. counter terrorism officials are looking at the Mumbai attacks as low frills bloody blueprints for terrorists.

Donald Van Duyn, FBI’s chief Intelligence officer told the Senate Homeland Security and Governmental Affairs hearing that the lesson of the Mumbai attacks is how well crafted low tech plans with ordinary weapons can have devastating impact: “We sometimes focus on tactics that may be exotic and esoteric ... but for most terrorists, they’re looking for what works.”
